That is a big contributor. Of course, if, over the past several decades, people had been allowed to build houses where they are most needed and desired (within the strictures of proper redress for externalities), supply could have and would have met demand. In saying that, however, I do not in any way mean to endorse or excuse the mass immigration policies of the post-1965 era and the decades since President Reagan got snookered into signing amnesty for criminal aliens here illegally. It certainly is an obviously related issue.
So, he passed the largest amnesty of illegal aliens in modern American history. That was him being 'benign'? He was either daft or evil. The guy isn't worth the slightest loyalty. I'm hard pressed to think of a single domestic policy the guy got right.
I do not think that he was malign, even though I disagree completely with his signing of the amnesty deal. It seems evident that he sincerely believed that Congress would place limits on immigration per their agreement. That was predictably wrong--and disastrous. He is obviously responsible for that, regardless of how he came to that decision. I agree with you on that.
